Background/History

The LSVFD  was chartered Feb. 7, 1973 in part as a response to the  death of a child in a residential fire the year before.  The LSVFD is a mutual aid volunteer fire department which is a first responder to all fire and emergency medical calls in our service area.  Transportation of emergency medical cases is carried out by a contracted ambulance service.  The LSVFD also responds to high water rescue situations.  In addition, the LSVFD has been selected as one of four (out of 25 Bexar County volunteer fire departments) weapons of mass destruction response teams.   Because of this designation, through a contractual arrangement with the city of San Antonio, we respond when dispatched to hazardous materials incidents to sites in Bexar and surrounding counties. The Leon Springs Volunteer Fire Department (LSVFD) is located in northwest Bexar County with a service area of approximately 57 square miles.  The geographic boundaries are formed by the city of San Antonio to the southeast,  the boundary between Bexar and Kendall Counties formed by Balcones Creek to the north, Camp Stanley (a United States Army ammunition depot) to the east, and relatively undeveloped country to the west..  The undeveloped areas include southern portions of the Texas Hill Country which is comprised of canyons, peaks and plateaus covered by cedar trees and grassland.  Therefore, the service area includes  a mixture of open rural country, developed residential properties, and the incorporated city of Fair Oaks.  Leon Creek traverses west to east across the southern one third of the service area. 

Approximately six miles of interstate highway 10 cross the service area from southeast to northwest.  This highway carries daily commuter traffic between San Antonio, Kerrville, Boerne, and the service area of the LSVFD.  It serves as a major interstate highway link to El Paso and Southern California.  Many of our first responder calls come from accidents along this portion of interstate highway.

The population served has risen from approximately 10,000 in  1999 to 12,500 in 2002.  The service area does not overlap precisely with any defined taxation districts or voting precincts, so population served is estimated based on our annual subscription mailouts.  Our tax base is constantly changing as the City of San Antonio annexes new territory.  With the exception of the incorporated City of Fair Oaks, the entire service area of the LSVFD is within the extraterritorial jurisdiction of the City of San Antonio.  Although our total geographic service area may shrink in a given year, additional development increases the number of homes and businesses in the service area.  We should emphasize if Camp Stanley has hazardous materials....
